Many governments are moving from paper or PDF invoices to structured e-invoices sent through approved channels. Dates move often, so treat this as a map of what to check.

What changes

An e-invoice is a structured data file (for example XRechnung, ZUGFeRD/Factur-X or Peppol-based formats) rather than a picture of an invoice. A plain PDF generally does not count where e-invoicing is mandatory.

Germany

Since 1 January 2025 all businesses must be able to receive e-invoices for domestic B2B sales. Issuing e-invoices becomes mandatory for most businesses from 2027 or 2028 depending on turnover, with exceptions such as small-amount invoices up to 250 euros.

France

Receiving e-invoices through an approved platform has applied to all businesses since 1 September 2026, large companies and mid-size firms issue them from the same date, and small and micro businesses from 1 September 2027.

UAE and Singapore

The UAE started a pilot on 1 July 2026 with implementation from 2027 for larger businesses. Singapore is phasing in mandatory GST InvoiceNow from 2028.

Spain and India

Spain has repeatedly postponed Verifactu and its e-invoicing rollout, and proposals for further delay exist. India requires e-invoicing for businesses above a turnover threshold, which has been lowered over time; check the current limit.
